At what age should a person be allowed to carry a pepper
spray? The answer depends on several factors. The first is the maturity of the
person. The young person must be able to understand that pepper sprays are used
for self defense purposes only. They are not toys or something to brag about to
their friends. And they are not to be used to play practical jokes. Second, the
environment of the young person should be considered. If he/she has to live,
work, go to school in an area where simply being away from home or out on the
streets poses a risk.
Parents need to understand the needs and personality of their
children before they allow them to carry pepper sprays. If the parents of
16-year-old girl feel their daughter is old enough and mature enough to go out
on a blind date with a stranger, she's probably old enough to carry a pepper

Those same parents may have a wild 16-year-old son who, if
given a pepper spray, would likely show it off to his friends, spray people as a
prank, and possible even use it to commit an assault on someone else. The key
question parents must ask is whether or not their children need the pepper spray
and whether or not they have the maturity to respect and use the device
for what it is - a tool to be used for personal protection only.
